Technical Services Manager

 

Jazeera Airways is seeking a Technical Services Manager who will be responsible for overseeing all technical support, airworthiness, and engineering compliance functions to ensure the safe, efficient, and cost-effective operation of the airline’s fleet. The role involves leading the Technical Services team in maintaining compliance with Kuwait DGCA regulations, optimizing fleet performance, managing technical documentation, and supporting maintenance planning and reliability programs.

Responsibilities and Duties:

  • Provide technical support, operational decision-making, and cost optimization to ensure best-in-class fleet performance.
  • Oversee the Fleet Reliability Program, ensuring continuous surveillance of aircraft health and close coordination with reliability and maintenance teams.
  • Ensure the Aircraft Maintenance Program (AMP) is reviewed, updated, and maintained in compliance with Kuwait DGCA regulations and manufacturer documentation.
  • Monitor and ensure timely implementation of Airworthiness Directives (ADs), Service Bulletins (SBs), and modification requirements.
  • Develop and maintain cost–benefit analyses for Service Bulletins, modifications, and engineering projects to ensure optimal resource allocation.
  • Administer and evaluate modifications and engineering changes, ensuring their compliance with airworthiness requirements.
  • Ensure the Mass & Balance Statements accurately reflect aircraft configuration and status.
  • Liaise with manufacturers, suppliers, and maintenance providers to address technical issues and ensure effective communication flow.
  • Oversee the issuance and renewal of Certificates of Airworthiness, ensuring ongoing compliance with DGCA and regulatory requirements.
  • Lead the development and implementation of technical policies and procedures aligned with company safety and quality standards.
  • Support the implementation of Quality Management Systems (QMS), Safety Management Systems (SMS), and Compliance Monitoring processes.
  • Develop and deliver training programs for Technical Services personnel to maintain competency and regulatory awareness.
  • Participate in maintenance contract negotiations, ensuring clarity, compliance, and cost efficiency.


Requirements and Qualifications:

  • Engineering degree from aeronautical, mechanical, electrical, electronic, avionic or other studies relevant to the maintenance and continuing airworthiness of aircraft/aircraft components and / or DGCA / EASA license in either Airframe and Power plant category or avionics category.
  • Minimum 10 years of relevant work experience combining aircraft maintenance, continuing airworthiness management (engineering), or regulatory oversight out of which at least 3 years in managerial position.
  • In-depth knowledge of DGCA regulations, AOC contents, operations specifications, and other applicable standards.
  • Proficient in QMS, SMS, AVSEC, Human Factors (HF), and engineering documentation systems.
  • Familiarity with KCASR 1, Part-66 Appendix III Level 1 General Familiarization training requirements.
  • Proficiency in airline ERP systems and aviation maintenance applications (preferably AMOS).
  • Strong decision-making abilities, and effective problem solving and negotiations skills.
  • Excellent command of English, both written and spoken.
